Yvonne Anders Gordon is a Senior Advisor for grant programs. She has extensive experience both managing federal programs for local governments and providing related consulting services. Yvonne currently provides direct support to the City of Wilmington, Delaware’s $3.6 million HUD Lead Hazard Control Reduction Demonstration Grant. Her responsibilities include its total restructure: from staffing to procuring contracts to developing work plans, budgets and sound fiscal and operating policies and procedures, internal and outreach service partnerships, and introducing effective marketing and client services strategies. Yvonne is also part of the TFG HUD Grant Advisor Team currently supporting the cities of Harrisburg, PA, Petersburg, VA and High Point, NC.
Prior to her work with the City of Wilmington, Delaware, Yvonne served as Chief of Administrative Services for New Castle County, Delaware. She managed a staff of 53 and was responsible for directing and managing procurement; contract negotiations and compliance; information systems; and records/documents management. She introduced a county-wide performance management system which resulted in the achievement of a 98 percent customer/vendor satisfaction rating in her department. Yvonne coordinated with the Director of Economic Development and other local and state governments to expand participation by small diverse businesses in County projects, including the County’s implementation of an $8 million federal energy stimulus project to increase efficiency and savings in County facilities. She further introduced and managed a countywide cost recovery strategy for the disposal of surplus and obsolete County assets resulting in the initial recovery of over $700,000. She facilitated the restructure and transition of the County’s technology staffing model which yielded greater staffing flexibility and service support with measurable savings in excess of $1.5 million.
Yvonne received her Doctorate of Education in Leadership: Administration and Policy from the University of Delaware and a Certification in Strategic Leadership for State Government Executives from Duke University. She also possesses a Master of Business Administration in Finance and Banking from the University of Wisconsin at Madison and a Bachelor of Science in Accounting from North Carolina Agricultural and Technical State University.
