Catherine Riggs, a Senior Grants Specialist at TFG with over two decades of experience, has worked in multiple levels of government across the United States and with many nonprofit organizations. She began her journey in government services serving on staff with Congressman Mike Rogers where she learned about the budgetary process and grant funding at the federal level. Since then, Catherine has been successful in finding funding solutions for a variety of projects in various sized local governments and utilities across the U.S. and territories.

In addition to pre-award grant services, Catherine also provides expertise in negotiating federal grant awards and indirect cost rates for organizations and award level negotiated indirect cost rate agreements (NICRAs). Catherine has written and worked in negotiating federal grant awards and providing post-award services with the DOE for Grid Resilience and Innovation Partnerships (GRIP), Maintaining and Enhancing Hydroelectricity Incentive Section 243 & 247 Programs, Energy Improvements in Rural or Remote Areas, and with other programs administered by the U.S. Department of Agriculture (New ERA, PACE), the U.S. Fish and Wildlife Service, National Oceanic and Atmospheric Administration, the Environmental Protection Agency, U.S. Department of the Interior, the Federal Emergency Management Agency, and Housing and Urban Development.

Catherine received her B.A. in History & B.S. in Political Science and her Master’s in Public Administration (MPA) with concentration in political science from Jacksonville State University. She continued her graduate work at Texas A&M University where her dissertation focused on the evolution of bureaucratic structures from colonial governance in North America.

TFG Monitoring Developments of Temporary Pause of Agency Grant, Loan, and Other Financial Assistance Programs

On January 27, the Office of Management and Budget (OMB) under President Trump issued a memorandum titled “Temporary Pause of Agency Grant, Loan, and Other Financial Assistance Programs.” The directive mandates Federal agencies to temporarily suspend the obligation and disbursement of federal financial assistance while conducting a comprehensive review of programs and awards to ensure alignment with the administration’s policies and priorities. As part of this review, agencies are also instructed to temporarily suspend the issuance of new program solicitations.
