This guide identifies potential funding opportunities to support emergency & disaster prep projects during the 2023 calendar year. The grants chosen for inclusion in this guide are opportunities that are typically reoccurring. Past funding opportunities that seemed relevant but presented no indication of being funded in the future were not included.

Rehabilitation of High Hazard Potential Dam (HHPD) Grant Program

This program reduces or eliminates the risk of eligible high hazard potential dams (HHPD). Funds will be made available to eligible states for pass-through to nonfederal governmental organizations or nonprofit organizations for the rehabilitation of HHPD listed in the National Inventory of Dams with a condition assessment of poor or unsatisfactory and dams in fair condition with a population at risk (PAR) at or above 1,000. Eligible applicants are states with a state dam safety program that is authorized by state legislation and a Federal Emergency Management Agency (FEMA)-approved state mitigation plan that includes all dam risks and complies with the Disaster Mitigation Act of 2000. Local governments and nonprofits may apply as sub applicants through their state specific process.

Emergency Operations Center (EOC) Grant Program

The purpose of this program is to improve emergency management and preparedness capabilities by supporting flexible, sustainable, secure, strategically located, and fully interoperable emergency operations centers with a focus on addressing identified deficiencies and needs. Eligible applicants are state administrative agencies (SAAs) applying on behalf of state and local units of government, and tribal governments with projects identified to receive funding through this program.

Community Facilities Program Disaster Repair Grants

The purpose of this program is to repair essential community facilities damaged by presidentially declared disasters. Projects must be located in a rural area, except for utility-type services such as telecommunications or hydroelectric that serve both rural and non-rural areas; financially feasible; for public use; necessary for orderly community development; and consistent with the state strategic plan. Eligible applicants are state and local governments, nonprofit corporations or associations that have significant ties with the local rural community, unless they are nonprofit utilities, and federally recognized Indian tribes.

Regional Catastrophic Preparedness Grant Program

The purpose of this program is to build regional capacity to manage catastrophic incidents by improving and expanding collaboration for catastrophic incident preparedness. Eligible applicants are states, including the District of Columbia and territories, that contain one or more of the 100 most populous metropolitan statistical areas (MSAs), as well as local governments located within one of the 100 most populous MSAs.
