Funds will be made available to eligible states for pass-through to nonfederal governmental organizations or nonprofit organizations for the rehabilitation of HHPD listed in the National Inventory of Dams with a condition assessment of poor or unsatisfactory and dams in fair condition with a population at risk (PAR) at or above 1,000. Eligible applicants are states with a state dam safety program that is authorized by state legislation and a Federal Emergency Management Agency (FEMA)-approved state mitigation plan that includes all dam risks and complies with the Disaster Mitigation Act of 2000.
