Our professionals have substantive and unparalleled experience in representing clients in highly complex federal policy issues involving multiple interests, agencies, and states, which is proven in our work on the ever complicated federal flood issues. TFG is uniquely suited to assist clients to develop and implement flood management practices and infrastructure development. Specifically, TFG provides assistance and advice in developing and managing strong working relationships with federal departments and agencies involved in floodplain management issues such as the White House, the U.S. Army Corps of Engineers, and the Federal Emergency Management Agency (FEMA). We help our clients prepare and implement federal legislative and funding strategies.

Client Successes

Florida Association of Counties

TFG assisted the Florida Association of Counties and its members counties on issues related to NFIP affordability issues and the implementation of the Biggert-Waters Flood Insurance Reform Act of 2012 (BW-12). Our efforts included advocating for legislation to reform prescribed flood insurance rate increases under BW-12. Ultimately, Congress enacted legislation that delayed what would have been significant rate increases for residents and authorized FEMA to conduct a more thorough analysis of affordability issues related to NFIP rate increases.

Agricultural Flood Plain Management Alliance

On behalf of the Agricultural Floodplain Management Alliance (AFMA), TFG worked to advance issues in Congress and the Administration related to the negative impacts of the National Flood Insurance Program (NFIP) and federal floodplain management practices on rural communities and agricultural areas. Our work included securing congressional authorization of the Agricultural Floodplain Management Study, a national study on NFIP affordability issues in rural communities. TFG also supported AFMA in two local tours from officials from the Government Accountability Office and the Federal Emergency Management Agency on agricultural floodplain issues.

Sutter County, CA

TFG worked with Sutter County, CA, its congressional delegation, the Corps of Engineers, and the Administration to secure almost $4.2 million for the Sutter County Feasibility Study in annual appropriations bills and U.S. Corps of Engineers Work Plans. Prior to working with TFG, the amount received each year for the Feasibility Study was relatively the same amount as what was included in the President’s annual budget request. Under TFG's lead, the County received over $1.5 million in additional funding over the amount requested by the President.

TFG Elevates Lane Dickson to Partner

Lane brings nearly 20 years of advocacy experience to TFG’s leadership.

WASHINGTON, D.C. – TFG is pleased to announce the promotion of Lane Dickson to Partner. Since joining TFG as a Principal in 2021, Lane has been instrumental in developing and executing comprehensive advocacy strategies for clients before Congress and federal agencies.

“Lane's promotion to Partner is a testament to his exceptional leadership and dedication since joining TFG. His vast experience in water, power, natural resources, and municipal finance has been invaluable in developing effective policy solutions and advocacy strategies for our clients,” said Mark Limbaugh, TFG President. “Lane's ability to navigate complex legislative environments and build consensus among diverse stakeholders makes him an outstanding addition to our leadership team. Lane brings nearly 20 years of extensive experience in Washington, D.C. His work includes significant contributions to water resources and energy legislation, such as the John D. Dingell, Jr. Conservation, Management, and Recreation Act, the Colorado River Drought Contingency Plan Authorization Act, the Water Supply Infrastructure Rehabilitation and Utilization Act, and the Energy Act of 2020.

Lane has served in several prominent roles including Senior Professional Staff on the U.S. Senate Committee on Energy and Natural Resources and as a Senior Manager of Federal Affairs at the Salt River Project. Lane’s background also includes serving as a Special Assistant for Congressional and Legislative Affairs at the U.S. Department of the Interior, Bureau of Reclamation, and as Clerk for the U.S. House of Representatives Committee on Resources, Subcommittee on Water & Power. His educational background includes a B.S. in Soil and Water Science from the University of California, Davis, and an MBA from George Mason University.

TFG Monitoring Developments of Temporary Pause of Agency Grant, Loan, and Other Financial Assistance Programs

On January 27, the Office of Management and Budget (OMB) under President Trump issued a memorandum titled “Temporary Pause of Agency Grant, Loan, and Other Financial Assistance Programs.” The directive mandates Federal agencies to temporarily suspend the obligation and disbursement of federal financial assistance while conducting a comprehensive review of programs and awards to ensure alignment with the administration’s policies and priorities. As part of this review, agencies are also instructed to temporarily suspend the issuance of new program solicitations.
