WHAT DOES IT FUND? The purpose of this program is to provide temporary emergency shelter and counseling services to youth under the age of 18 who have run away or are experiencing homelessness or housing instability and are not already receiving services from the child welfare or the juvenile justice systems. WHO'S ELIGIBLE? State, county, city or township and special district governments, institutions of higher education, housing authorities, nonprofit organizations, public and nonprofit entities that are not part of the juvenile justice system, and Native American tribal governments and organizations
