WHO'S ELIGIBLE?  Local, and state governments, small businesses,  independent school districts, domestic public or private, non-profit, or for-profit entities. Community-based organizations, tribes, and tribal organizations are eligible to apply for PCA funding. New organizations and organizations currently receiving funding as PCAs under Section 330(l) may submit applications.

FY 2023 Distressed Area Recompete Pilot Program (Phase 1)

WHAT DOES IT FUND? The purpose of this program is to alleviate persistent economic distress and support long-term comprehensive economic development and job creation, in places with a high prime-age employment gap (PAEG). For the purposes of this program, prime-age is defined as ages 25 to 54. Ultimately, the program's goal is to ensure that all communities have a path to economic prosperity. The funding agency will support communities through flexible, bottom-up strategy and implementation awards that tackle the unique challenges these communities face. Click here for more information.

Local governments, the District of Columbia, territories, tribal governments, political subdivisions of a state or other entity including special-purpose entities engaged in economic development activities, public entities and nonprofit organizations acting in cooperation with the officials of a political subdivision of a state or other entity, economic development districts, and coalitions of any of the above entities that serve or are contained within a single geographic area. Some institutions of higher education will be eligible if they fall within one of the above categories.
