States, the District of Columbia, groups of states, entities implementing an Interstate Rail Compact, public agencies or publicly chartered authorities established by one or more states, political subdivision of states, federally recognized Native American tribes, any rail carrier in partnership with at least one other eligible applicant, and Amtrak or another rail carrier that provides intercity rail passenger transportation
