WHAT DOES IT FUND? The purpose of this program is to invest in a wide range of projects within the U.S to improve railroad safety, efficiency, and reliability; mitigate congestion at both intercity passenger and freight rail chokepoints to support more efficient travel and goods movement; enhance multi-modal connections; and lead to new or substantially improved Intercity Passenger Rail Transportation corridors. WHO'S ELIGIBLE? states, local governments, Amtrak or other rail carriers that provide intercity rail passenger transportation, Class II or class III railroads, an association representing one or more railroads, rail carriers or rail equipment manufacturers in partnership with a state or local government, the Transportation Research Board, university transportation centers engaged in rail-related research, and non-profit labor organizations representing a class or craft of employees of rail carriers or carrier contractors
