Karl Kalbacher, PG, is the Director of Environment, Economics and Grant Services at The Ferguson Group. He provides strategic direction for the marketing and firm-wide delivery of grant services, consulting for environmental regulatory issues and expert advice on economic development opportunities. Karl has over 26 years work experience at the municipal, county, and state levels. He possesses extensive HUD management experience that includes direct client oversight of the Consolidated Plan, Annual Action Plan, CAPER as well as the CDBG, HOME and ESG programs. He has worked extensively with local governments on Lead-Based Paint grant programs.
Karl is a leading expert in areas of environmental regulatory compliance and economic development policy and practice. A nationally recognized Brownfields redevelopment expert, Karl has developed and managed environmental and finance programs at both the state and local level that support the redevelopment of contaminated properties and Grayfields. He has extensive experience managing economic development programs and energy conservation sustainability projects.
During his work experience as the Director of Economic Redevelopment with New Castle County, DE, and as a Program Administrator with the Maryland Department of Environment, Karl managed several grant programs from start-up to close-out. He is very experienced in preparing all federal forms, including mandated grant updates and close-out reports.
Karl has drafted several economic development legislative pieces that have been enacted at both the state and local level. Karl has extensive experience with bond finance and currently serves as the Chairman of the Delaware Community Development Corporation – a certified development corporation under the U.S. Small Business Administration 504 lending program.
A former elected official, Karl served four terms on the City Council of Newark, Delaware, where he acquired expertise in federal and state grants, land use development, annexations, condemnations, re-zonings, capital improvement projects, operating budgets, land acquisition, and approved the creation of the Downtown Newark Partnership, one of five winners of the 2011 Great American Main Street Awards.
Karl holds a B.S. in Geology from Tulane University, a M.S. in Geology from Stephen F. Austin State University, and he completed the Louisiana Teacher Certification Program. Karl has been a Delaware Registered Professional Geologist since 1993, and is an Adjunct Professor of Geology, Climate Studies and Physical Science at Cecil College in Northeast, MD.
